Isn't it just the new name for lesser healing wave?
Actualy the difference now is that it heals tons but is a high mana cost, almost the same as Greater Healing Wave.
Currently on PTR with my haste soft cap I have:
Healing Surge: 10k heal. 1.0sec Cast
Healing Wave: 6k Heal. 1.4sec Cast
Greater Healing Wave: 13k 1.4sec Cast
New name for old LHW, except it costs more mana to cast, nearly as much as our GHW for the reason reducing spam healing with one heal, bigger sacrifice of mana for the same effect a HW, but with a far faster cast time.
LHW= quick and costly
HW= regular heal
GHW= big heal, big cost

You get an amount of them based off your con...
Take a standard action to spend one,once an encounter, and other players abilities can active them etc.etc.

I'll be using HS all the time, it is looking great on the ptr. Since I don't have to spam heals as a shaman, it works for whenever I need to toss out a reasonable sized heal. No mana issues with it on the ptr yet, but who knows what will happen when cata hits.
How so? I for one, hated the 'spam this single heal because its the best thing you can do' mechanic.

I'd spam HS when its really needed, as of now it seems HW will do fine unless things get really hairy, but this is still WotLK so that design has a difference in it's trade off, ntm fights are pretty fast as of now.
