Cata frost build whats better for pvp Endless winter or On a pale Horse?

What do you all think? I am messing around with my main build which will be used for leveling and for PvP and have come up with this:

The only tough part about it is I cant decide weather to take those 2 points out of Endless WInter and get On a Pale Horse or to leave it as is.
