Since Enhancement Mastery only increases damage, I would venture to say that there's no actual cap. Prevailing wisdom in most cases is that whatever stat you're in excess of (Hit, Expertise) or don't need more of (Haste, Crit) should be reforged into Mastery.

PPC: item level 251. WLN: item level 264. Go with Wodin's.

Shadow Priest's Misery and Moonkin's Improved Faerie Fire are both gone now. You just need 1% less hit than other Shaman because of your racial.
