On the new stat page it shows Out of combat regen and in combat regen. Now is that in combat still refer to the 5sec rule or is it now just "being in combat" in the same way as getting on a mount is prohibited in combat and 5sec rule is now 100% removed. Or both reduced regen and further reduced for 5sec after cast.

There's no more 5 second rule. It's been completely removed. You get that in-combat regen regardless of how often you cast.

interesting. I guess that will make your regen more efficiant and a constant rather than ups and downs. Easier to gauge.
