PvP gear

Is there gonna be 3 tiers of pvp gear? Entry bg and arena all 3 different?

Im guessing there is the entry blue then "2200" and below then "2200" and above!?

I think there will be 3 sets: a crafted set that is upgraded each season (recipes, probably not the gear), the normal set with better stats, and then the upper level set which will be just a visual difference.
