They're fixed on the PTR so they'll be fixed when 4.0.3a goes live. Dunno why they haven't listed it.

This isn't a new change now, is it?Beta Build 13066 - Portals removed from Shattrath and Dalaran
Blizzard doesn't want you to use Shattrath and Dalaran as portal hubs anymore, the latest beta update removed all the portal to the cities and replaced them with class trainers.
I'd say a much bigger thing is the removal of portals on 4.0.3a on PTR

Did fire specialization always improve "only" periodic fire damage and not all fire spells like arcane / frost specialization?
