Those gems might be wrong, as that meta gem still requires more blue gems than red.
If they are going to change it back to "normal" then I guess it's ok.

Except that Kilt of the Forgotten Battle drops from a raid, and wouldn't be featured in a pre-raid BiS list

Beyond that, I still think Leggings of Soothing Silence are better

Yeah they are going to change it, just a matter of when. A different meta should be used until that time, unless you have to use that many Spirit or Hit gems to get to hit cap and are able to activate the Chaotic meta bonus.
