It's not a new patch, it's actually "re-downloading" data which will replace current files. It's intended to resolve a few issues including disconnects and 'pink squares'.

As it's not a patch, if you're extremely eager to get into the game (or it's taking too long) you can actually bypass the launcher and run the wow.exe in your game directory and play normally. You can then continue on downloading it later after you're done playing.

The blue post is for the previous 150mb hotfix.
This one is new and i'm downloading it right now.
There's even "downloading updating tools" this time.

edit : this one went to Applying Critical Updates right now. so i guess it's just another hotfix perhaps. small download.

Mine was a Launcher update.
No patch.

Was lagging hard for no reason so I restarted my router just to make sure and when I logged back in it started downloading some update. Very small, now it says installing non-critical updates that will take "some time" to accomplish but it's letting me play if I want.

There was a blue post about patches they were rolling out that did nothing more then shuffle around files to make WoW run smoother. Probably another one of those.

Instead of making you dl a huge chunk the day before or w/e
