That was the plan at blizzcon 2009 but i dunno if they dropet the idea.

yes it does, 10% haste = 1 more energy per sec

Do you have a source for this? I didn't think the community had figured out the exact quantities yet.

Definitely live atm. Haste DBW + engineering glove enchant + bl = massively full energy bar
