How do you raise conquest points cap?

I heard that the only way to raise conquest points cap is to get your MMR up or your arena team rating up. im currently at 1500 2's team, when will it raise my conquest points cap

i may be wrong about this, but im almost certain they have it to were everyone is stuck at the normal cap because of the issues from ppl cheating to get super high ratings that were impossible to get
