No. Viper Sting was never to restore mana in the first place, just to drain the opponent's. It barely returned the mana cost for the spell.

they need to get rid of mana drain pvp. at least until there are mana heals spam to make up for them. its just way too powerful especially now, and always has been a game breaking ability when its been viable at all.
