Seems silly. Tourists bring money, after all. Less people passing through will hit the local economy hard.

They actually did have problems with tourists stealing the signs for a while, and that sucked for the local taxpayers. But they eventually modified all the signs to be theft resistant (like...lots of steel and concrete involved, to the point where stealing the signs without being noticed would be near impossible) at some point.
