    Well, you see. As the ram naturally roams the tall grass, his fur becomes statically charged. After a sufficient amount of charge, if the ram can't someone disperse it elsewhere, he emanates a very large charge. If he gets too close to say, a power line, and the difference in charge is great enough, the ram and power line will be pulled together. Unfortunately for the ram, he is not fixed to a solid object, and will get lifted into the air. This happens to more rams than you think, but not all of them get their horns caught in the power line, and so these rams just run away afterward.
