    That's actually a movie turned social experiment. An actor walked through the streets of Germany talking to people as Hitler. And to no ones surprise, some people actually believed it was him. Some idiot nazis even followed him and did what he said e.g. beat a guy up just for fun.
    This could have happened in any country though.
