How to Pick Gems

My toon is arcane spec and just got below 3 gears. I need 1 meta / 3 yellow / 1 blue gems.

It provides multiple choices. But I haven't played WoW since TBC release, so totally have no idea how to choose between these combinations and seek some help here.

My questions are:
1. What's the priority list for the stats? int > haste > hit > critical > mastery ? What's the cap for them?
2. What gems to use for my 1 meta / 3 yellow / 1 blue? Can anyone give some suggestions?

Uh, it really depends on your spec but if I remember correctly the priority is kinda like this

Fire
Red: Brilliant (Try and stack this as much as possible, do your own math to see if outweighs the socket bonus though)
Blue: Rigid if you need to stack a lot of hit, but Veiled is ideal.
Yellow: Potent

Frost
Red: Brilliant(Same advice as above still applies)
Blue: Rigid/Veiled(Same advice as above)
Yellow: Potent

Arcane
Red: Brilliant(Same)
Blue: Rigid/Veiled(Same)
Yellow: Reckless/Potent(I've heard that stacking haste is better for arcane, but it's up for debate. At upper levels I've heard mastery takes precedence)
