With 12,5% buffed you get an extra tick out of LB. While Gloinn's chart says, it's 515 haste value, I've seen other charts where it says 516. ;-)

To get an extra tick out of Combustion, you only need 5% haste. If you go up to 15% you'll get another tick. To get even more ticks (whether from LB or Combustion) you'd need to stack haste almost ridiculously high. So the values of 12.5% or 15% resp. are in fact haste soft caps for fire mages.

Combustion last 10 seconds and ticks every second, making you get one extra tick within its 10 second duration for every 10% haste.
