For some classes the bonus is better, BUT the stat points wasted on resilliance which CANNOT be reforged make the T11 sets clearly superior.

Yes, it is for most classes. Tier 11 bonuses are pretty weak overall.

At some time, they had been vastly superior in many cases. They were nerfed by about 50% in a the last minor patch, and have lost most of that viability.

The 4 piece PVP bonus is: Increases the damage done by your Arcane Blast, Fireball, Frostbolt, Scorch, and Frostfire Bolt spells by 5%, along with Intellect [is increased] by 90. It also includes the 2 piece bonus of 400 res. and 70 Intellect.
Having 4 pieces of only the Bloodthirsty set will net you just about 1164 res., and about 1265 res. if you are in the Vicious Gladiator set. You have to remember you cannot reforge resilience. It's just on there.
I think you are looking too hard at the set bonuses. The 160 Intellect bonus is great, and 4piece bonus is super but you are giving up an awful lot for it. There is a considerably less amount of crit, haste, and most importantly hit on all PVP, as resilience has to go somewhere. Going into a PVE with PVP gear, you'll be helping no one but yourself, and not that well, any how. Raiding is a team sport and, well, you know: There no I in team!

Just a thought, what if we could reforge resilience but only into other PVP stats? Res, S-Pen, even Stamina and hit all interchangeable, but only on PVP gear?

FYI, Vicious PvP gear is better for Mages than blues form Heroics, but NOT better than purples from raids.

and yet , i , while never pve-ing in pvp gear ever ( yuk ) still think , for an arcane mage the current t11 bonus ( 2 set ) is perfectly ....useless why doesn't it increase crit for the godamn nuke ? :/

4 set is ok , as it will take care of haste for an arcane mage to a degree, clearing up ways to gem/enchant other stuff
