Does Tailoring cloak proc stack with engi. synapse springs?

I am considering taking Tailoring in place of JC. I currently have the +480 int. enchant on the gloves, the on-use ones. My question is that can the Lightweave Embroidery enchant (+580 int.) proc stack with the engi. gloves? I need to know for arenas.

Seperate buffs so I think it can.
One is a "use" and the other a "chance to".
Same way with other procs and "use" things that stack.
