If they didn't ask you to, that's their bad. However, it's likely they've done a lot of runs where spriests are in charge of dispels, because then the run is smoother. I've always dispelled the debuff every time I've run Argaloth just because I can and I don't want to rely on any PUG healers I don't know. If it's a guild run, I do it for practice for other fights like Cho'Gall and AC. Until 4.1, there's no reason for the spriest not to dispel. It's easy, they lose very little dps over it, and it lets the healers focus on other things.
However, with that in mind, yes, a group should let an spriest know that they should dispel, especially in a pug group; not all groups work the same way, and they may have a healer who's used to doing dispels on it anyway and will get annoyed at wasting the mana for the cast when you already dispelled it. On the other hand, you can also ASK since it's fully in your capability to dispel. Any person in a raid trying to blame a misunderstanding on one person is an idiot; anyone could have asked to make sure it was clear who was dispelling, and it's both the healer and the spriest's fault if no one did it because neither one of them brought it up. Just clear it up before raid starts, whichever way you decide to handle it (either volunteering, saying you'd rather not, or refusing and leaving if they want you to anyway) so you don't wipe over it.
