I never heard anything official about this, and it shouldn't be too hard to photoshop that. Not saying this is fake, just saying that I haven't heard of it and it sounds fairly unlikely.
Also, why would I want an animation for viewing the map?

Yeah, what I have noticed atleast is that most players have the map over the whole screen which renders this kinda pointless.

It's not a map-viewing animation, its a /map animation.

There was a animation when opening the mailbox too on the PTR

Well, the map animation was in the PTR, but was removed :/
But you can see this animation in WowModelViewer :O
