Maybe because they're not all implemented yet. Though I hope Blizzard doesn't go and just take haircuts from other races and give them to other ones and pass this off as new haircuts.

Don't like that Blood Elf one, and the Night elf ones don't even fit with the race. I'm wondering if we're going to see pre-Cata model updates eventually.

Some of them are ingame but most of them are not. Not sure if they are just not in the barbershop yet or if blizzard decided to skip a few of them and you missed some of those I posted too
