Cast MB on cooldown, except at the start when you're fishing for your first orb of the fight to get ES up and running.

Nope. Still better off using it on CD.

For tracking DoTs, I use either ForteXorsist or MFClip. MFClip is specifically for s.priest, tells you when to refresh your dots and when mind blast is worth casting, etc. Will also tell you, if you want, after a fight your dot uptime.
