While not necissarily my favorite, Rob Halford is probably the best and most talented, or the singer from Queensryche (dont know his name). That said, my personal favorite is probably Dave Mustaine (I can totally understand people who hate his voice, in honesty, I dont know why I like it so much, but I think over a lot of time it has really grown on me and now I really like it).
Edit: And honestly, Roy Khan is also very good but I dont particularly like that type of music, but he is fucking amazing live. One of those people better live than on album, which is serious skillz!

As there are many metal vocalists that are exceptional, I can only think of one that truly defines Metal, and that was the late great Ronnie James Dio.
To me, there is no one single vocalist that defines a genre more then RJD.
Matthew Barlow (Iced Earth, Pyramaze 1 album) would be my favourite
Mikael Stanne from Dark Tranquillity for sure. His voice just keeps getting better with every album, it's nuts. Amazing growls and cleans.
Phil Bozeman from Whitechapel has some really solid gutturals, and they're surprisingly clean (as in you can easily make out what he's singing).
Simone Simmons of Epica is probably my favorite metal singer at the moment.
Sharon den Adel is also really good... as is Liv Kristine (of Leaves' Eyes - http://youtu.be/E-9bb3m9RGY).
As for male singers...
I enjoy James LaBrie of Dream Theater -- his singing just.. fits in very well, I feel.
I also really like the singers of Ensiferum and Eluveitie (Peter Lindroos and Merlin Sutter).

Same here. He personally is my favorite metal singer, but not a great singer in general. I kind of like his 'fuck it, I'll do the singing' additude. Much like you said, he isn't a great singer but his voice grows on ya. Plus you got to be doing something right to sell 25 mil (metal) albums.
