question about expertise

we all know that melee expertise cap is 26... my question is.. is 25.000 expertise going to be the same as 25.9999999999999?

im trying to figure out is it worth it to be slightly undercap for a massive overcap trade off

It's not. Even though it may display as 6.25%, each point has some value. Mastery works similarly.

If you overcap expertise massively and can trade it for your best secondary stat, then it's most likely a gain on a Patchwerk encounter. But keep in mind we're often positioned in front of mobs and even if it's just for a short while, the overcap may well be worth more than the potential gain of another stat.

Also chance to be dodged/parried decreases for every point of expertise rating; not every point of expertise.
