I thought they could only be master looted to a person on the quest, from what I understand people are saying is that they can be looted by anyone on the chain ?

You make it very clear you don't like pve and feel the need to show dislike for those of us who do, is there something missing in you're real life you need to get out? Would you like to talk about it?
