is there a way to move this bar thing around on a default UI or with addons like xperl or dominos?
or is there an addon that alows movement of this bar?
its current position is in my UI's way

solution 1: get MoveAnything.

solution 2: make a simple addon that moves the bar. That one bar is called PlayerPowerBarAlt.

Chinchilla or most proper minimap addons handle these gimmick bars and other related ui elements.
