What is the haste number we need fully unbuffed for when we raid, we get the extra Immolate tick?

I have a little question on haste... how much intellect should I drop so that I can reach the 30% threshold? I'm about 2% from it at the moment (raid buffed) and I was wondering would it be worth dropping a few straight intellect gems or intellect on bracers so that I can get past 30%? Or is it really not worth it?

yeah this is kinda where i am coming to should i be big on haste and pass that 30% because its not hard to hit 30% raid buffed or as aff go straight haste and gain as much as i possible can
