So it increases rune regen by 100% for 3 sec does this mean all runes are technally off cooldown for that 3 sec or they just regen twice as fast for that 3sec? Also if it is just double regen is it best to save dc if you arent in danger of wasteing itt till every rune is on cd?

it cools down runes that are cooling down at an increased 100% rate. so if your runes are normally 8 seconds to cooldown then for 3 seconds they cooldown in 4 seconds for the duration. like this:

8 seconds of rune cooldown time so in 3 seconds you get 6 seconds of rune cooldown then that rune refreshes in 2 seconds.


secondly no keep your RC up constantly. best case scenario.
