Since we've always been able to equip them for whatever reason, probably a pre-classic design idea that never happened, we can xmog staves over any 2h!
(except for polearms, which are independent like fists for 1h)

I too have that scythe and wanted to use it, but my char just holds it way too far up the shaft. It looks goofy.
