Run away, LoS, usually in PvP you counter a cooldown with a cooldown, if he wants to use that defensive just run imediatly off (I would not recommend using dash) and try restealthing, that's considering you have a decently close LoS to use...
if you have an instant cyclose to use too, gg use it and run.

Great news! Your kitty charge is what you need to use here. Kitty charge actually jumps over RoF. I laugh so hard when a Mage thinks he is safe in there. Or if you are a NE druid, use shadowmeld and get back into prowl and wait it out

Alternatively just eat it and trinket it, since it starts the DR on deep freeze.

If he is standing IN the RoF, kitty charge is just going to land you in an iceblock.
