What addon is this in the video that is tracking the Wings of Flame buff and Blazing Power buff on top? I can't for the life of me figure it out.

Judging by the countdown, it's Power Auras Classic.

It is Power Auras. But i would suggest to use Weak Auras instead. Can do the same things + much more ...

The pictures are what threw me off. I don't remember seeing pictures like that with Power Auras

How do you upload a custom pic?

Its not a custom picture. If you check the "Use own texture" it uses the spells own texture from the World of Warcraft game.

Example, if you wanted to track your Arcane Brilliance, and click the "Use own texture", it would just show the Arcane Brilliance texture
