Smogon is the only group that has set rules to matches and that only applies if you are doing showdown or smogon tournaments, but from what I know there is no item limit set.

Fighting people on your 3DS there are no rules. You can sleep an entire team if you want.

Your party must not contain duplicate Pokémon or duplicate held items."

However, such regulations don't exist in Passerby Challenges or Friend battles.
