I can confirm Eevee needs to know a fairy move to evolve into slyveon, any fairy move works. I had max AMIE stats aswell, not sure if that is required or not. But she would not evolve without knowing a fairy move.

It learns charm at 29 OR you can breed an Eevee and have it pick up Baby Doll Eyes at level 9, which is what I did.
