it's more of an interactive story than a "game" anyway, since it almost completely lacks gameplay and mechanics. not that that is a bad thing, but it's very, very easy and cheap to produce.

of course they are, just as any interactive story, commonly defined as games. but i think they are on a completely different level (and not just a different genre) than, say, an fps or mmorpg.
in Saya no Uta, you "interact" either once of twice during the entire "game", while all the rest is reading/listening to the story that unfolds. it's not really possible to compare something like that to "normal" games, where the mechanics alone (both the design and the proper software implementation) often take years of developement from a team of a handful to several dozens of people.
of course Saya no Uta is a very extreme example, but i think it's way easier to compare it to a manga or anime than to, for example, Far Cry 3.
as for TWD, i'd place it somewhere in between classic visual novels and the kind of games that are commonly compared to each other for the game of the year award.
