a lolicon is a person (usually male) who is specifically attracted to that kind of person - a hebephile or even pedophile.

it's common for eroge, harem manga and the like to feature one loli character (or one who seems like one) as part of the harem.

"loli" is also often just used to describe loli ecchi or hentai.

note that due to japanese law, no pictures of persons of under 18 are allowed to be made or viewed, drawn or otherwise (as is in most countries i think).
