Is there a downside to using a 378 staff over a 378 1hander/shield as resto?

If you are a min/maxxer yes it matters. If you are more casual and like one over the other aesthetically then no.

Being casual has nothing to do with anything. That word is thrown around too much. Just because someone may/may not raid in a very low key/casual view doesn't mean they don't care how they perform.

On topic, realistically, a MH+OH will yield you more Intellect than the Staff. However, a Staff will give you more secondary stats (like Spirit and Haste). Intellect is worth so much more than your other secondary stats it ends up being much better (if you can help it and have the same item levels).
