I don't think it's a pvp server issue now, my monk can speak Pandaren just fine. Try making a female Pandaren and see if it's a gender issue.

If void elves would be able to communicate to blood elves via Thalassian, then for balance purposes we should have Nightborne speaking Darnassian. Alternatively, have void elves speak Shath'yar - it would make sense thematically!

US also, but I don't see how client/game language would impact racial languages, particularly to one individual.
