I think it was the case with a previous leak where the last hero in the list was not added/was added after other heroes.

So as far as the leak goes, it might have been accurate at the time, but blizz could still change the order in case of bugs/development or for other reasons.

So Mal'Ganis could have up, but maybe he still needs some balance/work and Maiev is done and ready to go.

Yes, except the source of the leaks that were 99% accurate is NOT the same person who said anything about Mal'ganis. The "leak" that mentioned Mal'ganis is a totally different person than the one who was accurate, so at least right now, there's no reason to assume that THIS "leak" is true just cause a leak from a totally different source was true.

If you look at the tweet, the reflection of the character you can clearly see a long cloak with a thick white fur trim. That's clearly, 100%, lock-it-in, a Warden - Maeiv or Cordana.
