Literally anyone could harm American democracy if they chose to do so. An asshole with a gun has managed to accomplish it multiple times. So, yes, they could... as could you and I. That argument is utter bullshit, and it's typical of the type of gesticulations that authoritarians go through to try and justify their tyranny.
