Sylvanas so far, Not blinded by a dream like Thrall, Realizes there is more than one race unlike Garrosh, Vol'jin was so underused I can't judge him fairly. That leaves Sylvanas.

Ogrim Doomhammer. He managed to defeat the greatest human warrior in history. Garrosh could barely beat an elderly Tauren, and that's only because he conspired with the Grimtotems to poison the old cow, and then pretended he wasn't aware of the whole plan.

Sorry to say, and I'm sure @Wildberry will quote me on this, Doomhammer was a failure.
He allowed his desire for HONOR to stop him from conquering the world.

By sending par to his army to chase after Gul'dan, he wasn't able to conquer Lordaeron and because of it, the Horde lost.
Funny enough, this goes something along the line what (SPOILER) Sylvannas says to Saurfang during the siege of Undercity(SPOILER).
