See, the thing is, the ACA aimed to do exactly what you suggest. It also sought to use collective bargaining to set price ceilings on treatments and medications, but that was one of the concessions Obama foolishly made in order to attempt to lure in GOP and blue dog support.
Had the ACA been everything that Romneycare was in Massachusetts, our healthcare system would be significantly better than it is currently.
Though I will say that the private nature of our heathcare system IS the problem. Pointedly so. We have too many networks, too many providers, and too few regulations preventing them from gouging hospitals, clinics and medical suppliers all in the pursuit of the all-mighty maximum stockholder distribution. Healthcare, like the prison system, like our utility systems, like our telecoms should not in any way, shape or form be for-profit businesses, because those only ever have their shareholder's interests in mind - not the consumer, and certainly not society as a whole.
