Who cares about laser weapons? If they set one foot on Nato territory with just a gun in their hand, they better hope we don't hit the red buttons. I guarantee red buttons hurt more than laser, gas, fake-communism or Trump twitters.
So it just burns people at a small point? I'd rather that than get shot I guess, at least I can just put the fire out.

Eh those are kinda usless. A terrorist that wears glass can deflect it no problem.
Plasma gun based on railgun tehnology and flameable projectile would be something. (Mercury-vapor lamp would be usefull for something at least)

Joking aside, a terrorist with this could cause massive damages. It burns you without flames, it doesn't make a sound and you can bust fire into crowds.

Wasn't it debunked already, because the battery needed would be too big/heavy for a human to carry?
