Well I am usually all for Blizzard but you can clearly see this expansion is rushed and still in beta phase. This is a significant bugg and obviously not the first (nor probably last) oversight that we will be seeing. Unfinished design decisions and lots of buggs...
Man... they just keep throwing impressions at how much they just rushed this expansion and tried to do the bare minimum of providing new content.
thats what you get when a company puts every penny then can scrap up into marketing and not into the actual game... its really pathetic at this point.. its like they rolled back to legions first build and fucked up everything...

First of all, there was no way this behavior could be found in BETA due to the nature of Char Transfer to begin with. This was something that could only be seen in internal builds, and honestly I doubt anyone cared or checked.
Second - I am not surprised. This expansion is a massive reuse of assets and already developed features, so it makes perfect sense for Blizzard to just reuse the code from lvl 110 Mythic Dungeons without rewriting anything.
Last - the gear will probably be removed. The looting of it might mean some ppl have higher ilvl items to trade than they actually have during this week, but that's about it.

Bullshit. This is precisely the kind of thing that it's easy to test. Internally, they should have had scripts that create characters that meet these criteria (ran a high key last week of Legion) as well as various other criteria and then deployed this code and seen what happened. Making excuses for a larger company with a decade and half of dev behind them is just... silly.
