It is a pain in the ass, but it's there for a reason. Right now, there are ~400k Indians alone applying for green cards every year, quite a lot of them with CS degrees. If the US accepted everyone in that category, either the salary for Americans in the field would go down sharply or the unemployment would go up substantially. Neither is good for domestic population, which should be your priority concern as a politician. Corporations profit, people suffer. Free market? Maybe. Exploitation? Most definitely.
