I really don’t get the entertainment value in this kind of thing. The major problem is they have such "high standards" for recruiting new mods that many forum sections go basically unmoderated much of the time. Everyone online could report the thread right now...but nothing is going to happen because there's no one to read those reports.

Well without getting too far into the topic the issue is that those who don't do anything in a particular forum should not continue to hold the title. I also would expect someone in charge of keeping things in order to actually participate in the sub-forum they're running. As much shit as people gave Endus at least he was active in the forums he was in charge of.
