That's really weird. If there is enough evidence to arrest him then surely there is a significant danger he will offend while on bail.

More complicated than that. I've observed for example that paladins tend to be right-wing, fire mages tend to be sexually aggressive, healers are mostly in fact women and warriors are usually idiots. People with political ambition are invariably rogues (they like to stab people in the back).
