Clearly you don't understand the testing process at all.
On the hospital side, the test consists of... a mouth and nose swab. Done.
Up until recently, all tests done on those samples were done at the CDC. Recently, more labs have been opening up to do the testing in cooperation with the CDC, but it's not like those ER docs are "pulling test kits out of their asses" any more than "family docs" can.
So yeah, it's definitely possible to get a mouth and nose swab done at, frankly, just about anywhere in order to accomplish testing, even if that sample has to be sent off to a lab somewhere.

That's not how it is done. They had a person from one of the largest hospitals in Los Angeles on the radio the other day. To get tested you need to go into the hospital. They will check you out and then send you through to see the infectious disease specialist for the hospital and that person will decide if you should get a test. The number of tests they can do are still very limited.
It only takes five to six hours for test results.
The South Koreans managed to design and create a test, set up a network of labs across the country and get it all to work in 17 days, a country that has over 50 Million People at little to NO cost to the consumer unlike America.

If you go to that hospital, then that's how that hospital does it.
That doesn't mean that that's the way it's done everywhere, nor does it mean that there's any reason it has to be done that way (or should be done that way, or will continue to be done that way).

That's because people may still have to pay Co-Pays to see the doctor or someone for testing, Hospitals in America aren't built to be free, they're built for Profit. The Insurance however of course won't completely cover Hospital Stays associated with the Corona unlike S Korea where they have Universal Healthcare.
More then likely Trump is lying about the Costs associated with Testing as this also only effects people who have Insurance, Millions of Americans still don't.
This is how much a they charged her for a 20 minute doctor visit and an X-Ray, this is why people are paranoid or afraid about this, and they should be.

Of course it can change and probably will but unfortunately, that's not how it works at the moment. A person needing a test in LA has to jump through hoops that will certainly cost them money if they don't have insurance. A lot of money. The CDC have put in strict controls to limit who gets tested because of the limited amount of testing that they can do. At the end of the day, it could be as simple as going to a drive through but until then, people without insurance are up the creek and that could make the whole problem much worse because they can't afford to go off work (no or limited paid sick leave) and can't afford to pay for the costs associated with the test.
