ISS was never shot at. It wasn't ever even in close vicinity.
As seen by ISS potential collision alerts stopping once they got those orbits down.
Because Russian calculations that ISS wasn't in danger were right.
All you could argue is "not enough courtesy to warn about it ahead of the time". Which is true.

Gotta love how the Russians in this thread just keep justifying and making excuses for this whole incident. And whenever they're like "WELL THE US DOES SIMILAR THINGS" the western posters are like "Yeah, and it's irresponsible and fucked up to do that. Now tell us about Russia's actions."
Imagine being able to identify when something is just straight up wrong, no matter who does it.
Now imagine defending your country's actions to the death because admitting your own country did something wrong will probably get you a bad case of radioactive food poisoning.
Or do you guys just continue to justify Russia's irresponsible actions because you want to? I could understand it if you're in some job position where your very job description is to make Russia look good on online forums. But if you're just doing it for funsies that's kinda sad. This whole missile test thing was irresponsible and reckless. Is it really so hard to just admit that?

For the record, I am fully aware that the US, on multiple occasions, have blown shit up in space. We've tackled the idea of space debris as a problem, fair enough. The issue in this case remains "unwarned civilians had to make Dex saving throws". Which, to the best of my knowledge, the US never risked and if we did it was reckless then, too.
