Shattrath, Dalaran and Valdrakken are all comspolitan as they let anyone in regardless of race or culture as long as they obey the rules.

Orgrimmar is multicultural but not cosmopolitan as they wouldn't let alliance races in at all, regardless of their intent.

I have seen mostly Dragons and dragonkin inside Valdrakken. For diversity you need to look somewhere else.
