Side questing

Why the quests outside of the main story line are so spars and almost non-existent while leveling?I don't know what it is at level 60 but under it the main story line does not cover the whole map.And i want to do quests everywhere but there are none.Why lol.

All the side quests are available during leveling, keep track of them with the achievement for completing them. When it comes to the map not being covered, that's because 1 side of the zone is reserved for lvl 60 endgame content only, there's no scaling in them and that's where the campaign quests will usually be taking you. I.e North Bastion, West Ardenweald, certain Houses in Maldraxxus.
